It’s just that I (like you) live in a country where I already pay for everything, from personal income tax and VAT to capital repair fees for real estate in new buildings. Oh-oh-oh, some people are shouting here, they broke the chris, but it’s 600 rubles from the budget. Don’t worry, blessed, important guys will still buy another golden toilet this month, no one will get hurt, and you and I will still be charged as much as planned. Again you say, “I don’t drive, what should I pay for?” Let everyone tell themselves when they will pay:
- for a complete renovation for a hut in a new building (okay, we’re not greedy, we’ll help the scourges from the Khrushchev building, it just fell from them)
- the tax on the same house again this year is already based on the cadastral value, this is an innovation. You don’t know how to turn 30 rubles into several thousand? And the deputies guessed it.
- transport. Yes, yes, they thought they cheated fate and fit into 150 bunks? I thought too, I was mistaken, but I’m not ready for a grant, I’ll have to pay.
- personal income tax (well, it’s about to start - but what about education, organs, medicine, finally, etc.) guys, I agree, all this is needed, only in this form? So you (God forbid) suddenly fell ill (it happens) and seriously go to the government doctor? Yes? Do you know how long it will take to get there? Try to make an appointment with different specialists out of curiosity; you will find out that an audience with some will have to wait a month or more. Will you? Last week my wife had a stomach ache, I wasn’t there, she called an ambulance, asked to pick me up later from the clinic, waited 4 hours))
In 14, one petty fraudster used a malicious P.O. I stole a little money from my wife’s Sberbank account, about 14 thousand I don’t remember, some of it went to the account and some went to the phone, but I messed it up a little due to inexperience, the transaction reports with the account and cell phone numbers were blurred out, they contacted me. After a week of inactivity, he himself, through the telecom operator, brought the data to these jackals, as in the joke, the thief practically forgot his passport at the checkout. Do you think you caught it?)
- How much do you buy gasoline for? I’m already over 40, and so am I. Well, our country is not deprived of natural resources, why is it so expensive? Well, the roads there, again, and the profit of the oil workers. So wait, and after all, you sell oil and gas for bucks, so there’s enough for profit and in general for the whole country to pay for everything, even if you patch up the Khrushchev buildings, even if you have competent doctors and cops, and you’ll still have enough left to even make gasoline for the population for free??? And the golden toilets
Continue?
And non-violators will also chip in for a new kris along with the violators if necessary and will not know. But kris, like other extortions, were not always there, they were invented not so long ago, and you and I somehow survived without them, there were traffic police officers, just like now, who were chasing pilots and others, and there were enough, it seemed no worse.
But the system is there, configured and working. He is also improving in the ability to bend everyone, without exception, or give them a cheek, just when and for what happens differently, but to everyone. That’s why it’s strange to see that some people also smack their lips

Question:
Please explain, should traffic police officers put up warning signs when they place mobile speed cameras in the bushes, try to hide them from the eyes of drivers behind parked cars, and so on? After all, the main task of such devices is to reduce the number of accidents, and not to enrich themselves at the expense of motorists. Or am I wrong?

Answer:
Today this is one of the most acute and frequently asked questions questions that car owners ask us, we will try to analyze everything thoroughly.
Let's start with the fact that all the many radars used in the traffic police can be divided into two types:

  1. The first type is stationary radar cameras, which are mounted on a rigid support above the roadway, the location of which does not change (such cameras include Arena, Chris, Rapier-1, Stralka), data from such cameras usually flows to the center for processing administrative offenses at the traffic police or to the nearest stationary traffic police post, also, in front of such cameras, a sign 8.23 “Photo and video recording” is usually installed.
  2. The second type of cameras are the so-called mobile cameras, which are issued to inspectors upon going on duty and can be easily moved from one place to another, these cameras are used using a tripod or from a patrol car (ISKRA-1, SOKOL-M, BINAR, RADIUS, BERKUT, VIZIR, etc.) data from these cameras they go to the inspector’s work computer, which is located somewhere nearby, also this information can also be duplicated in the center for processing administrative offenses. When using such radars, a sign is not required.

Car owners who are planning to appeal the traffic police decision on video recording should remember that the absence of sign 8.23 “Photo and video recording” at the place where an administrative offense was detected is not a circumstance that exempts them from administrative liability!

Now let's look at everything in detail.
The relationship between vehicle drivers and traffic police inspectors has long developed in a somewhat unusual way, reminiscent of the script of an action-packed film with chases and surveillance. At the same time, the valiant inspectors show miracles of ingenuity, masterfully camouflaging themselves in roadside bushes in order to catch traffic violators red-handed, and drivers are increasingly masterfully thwarting law enforcement officials.

Every day the arsenal of traffic police inspectors is replenished with more advanced technical means new generation - devices for measuring speed, popularly called radars. However, progress does not stand still for drivers. Manufacturers helpfully offer drivers who do not want to be caught in traffic violations, in particular in exceeding the permissible speed, detectors that warn the person behind the wheel that the cameras and radars of traffic police inspectors are interested in his vehicle. The devices are capable of detecting waves emitted by police speed meters, promptly notifying the driver of imminent danger in the form of a patrol post. Thus, the driver has time to take appropriate measures and safely overcome the obstacle course in the form of an “ambush” of patrol service inspectors.

In order to choose the right radar detector (radar detector), you must at least have at least a superficial understanding of what radar models are used by traffic police inspectors today. We invite you to familiarize yourself with the description of the devices that traffic police officers are armed with today when going on a “silent hunt.”

The detectors used by Russian patrols form a very extensive list.
The most common device in Russia is the ISKRA-1 radar and its more advanced modifications, such as: ISKRA-VIDEO 2MR, ISKRA-VIDEO 2MD, ISKRA-1D. No less popular are portable compact BINARS, as well as BERKUT, RADIS and VIZIR devices. Technically outdated SOKOL-M iPKS have not yet been removed from service; you are unlikely to see them in the hands of Moscow inspectors, while in the outback traffic police officers still use them. Currently, RAPIRA-1 devices and LISD-2 and AMATA laser devices are also quite widespread. However, devices such as: STRELKA, KRIS, ARENA can most spoil the nerves of offenders.

New items 2012-2015

An antidote to devices for determining the speed of moving vehicles developed in 2012-2015 was invented quite quickly. However, in fairness, it should be noted that the detectors indirectly try to tip the scales in favor of road safety services.

PARKON is a new complex that provides video and photo recording of violations. The new product is an original tandem workstation and a DVR. The device uses fundamentally new technology automatic control of registration of traffic violations.

In 2012 the lineup detectors used by patrol service employees was replenished with the BUTON camera device. This device has the ability to detect ethyl alcohol vapors remotely by scanning the car interior. The list of laser radars has also expanded due to the appearance of the LISD-2F device, which has the ability to accurately determine the speed of a moving vehicle and record facts of speed limit violations with a camera lens. general rules Traffic rules

Biggest problems Those who like to break traffic rules have benefited from the appearance of the Strelka complex in the arsenal of traffic police inspectors. The device was created on the basis of a military aviation radar installation. Basic principle The operation of this device even today is fundamentally different from the principle of operation of devices of a similar type that came off the assembly lines of domestic and foreign enterprises.

2012 was also not a good year for road users. This year the certification of the CORDON complex was completed. For those who don’t know: this complex is still actively purchased from developers from the northern capital of Russia for the needs of police in the United States.

Classification of radars of the Russian traffic police

Absolutely all radars used by Russian traffic police officers can be divided into two types:

Mobile;
. stationary.

Devices mobile type can be easily moved and installed in close proximity to the road surface. Devices of this family can be used using a tripod or simply by hand. The brightest representatives of this type are the following devices: BERKUT, BINAR, VIZIR, SOKOL-M, RADIS, etc.

Stationary devices are fixed in a certain place, their location does not change. The principle of their operation is simple: the mobile complex transmits information to employees of a mobile or stationary post using a radio channel.

Radar ranges and frequencies

The radar ranges used by traffic police officers are determined by generally accepted international agreements. ON this moment Three bands have been certified in the Russian Federation: X (10.525 GHz); K (25.150 GHz); L (700-1000 GHz). At the same time, the frequency of radars used by Russian inspectors must be within their limits.

The Ka and Ku bands are not currently certified, however, radars with such frequencies are not used in Russia today. And the detectors used by motorists are tuned to the traffic police radar ranges used by domestic inspectors.

Stationary complex Strelka ST 01 - the best traffic police detector

The device rightfully occupies a leading position. Until recently, this type of radar was used only in the military aviation industry for the discreet, high-speed interception of military targets.

Today, this device, as well as a number of its brothers, such as: PARKON, BUTON and CORDON from the military aviation industry smoothly transferred to the service of police patrols and traffic police officers. The secret to Strelka’s productive work is the presence of a video recording option. The device's camera is capable of tracking and recording violations within a radius of 1 km.

A stationary automated device can track not only a single violator’s vehicle, but an entire traffic flow, while simultaneously processing information on a specific section of the roadway. The device can simultaneously monitor five lanes of traffic, including a public transport lane. By November 2012 this device were able to learn to recognize a number of radar detectors.

Operating principle of the device:

Pulse-type video radar emits pulses that spread over the entire area of the road surface.
. The signal reflected from vehicles located at a distance of 1 km enters the conversion unit. The conversion block automatically generates data on the vehicle's range and speed.
. A digital television camera transmits a signal to a pattern recognition program. Next, the coordinates of the moving vehicle are calculated, followed by the construction of a motion trajectory and determination of the approximate speed parameters.
. The information collected by the analyzer and radar is transmitted to a cross-correlation program. The program analyzes the data and automatically identifies vehicles that exceed the speed limit when they approach within 50 meters of the filming location.

Important! The KKDDAS Strelka 01 ST complex allows the inspector to analyze the situation on the road under different climatic conditions. The device, enclosed in a vandal-proof housing, operates correctly in the temperature range from -40 to +60 °C.

Arrow 01 ST - disadvantages and advantages

Traffic police and traffic police officers call this device one of the most effective. The reason is simple: the camera-detector of the device is characterized by excellent performance indicators:

Recognition of traffic violations by transport units at a long distance - up to 1 km;
. video recording of vehicle movement at a speed of 12 frames/sec;
. the ability to determine the speed indicator with an accuracy of 2 km/h with a minimum range of 50 meters;
. ability to recognize a wide range of vehicle speeds (from 5 to 180 km/h);
. automatic identification of objects that move in violation of the speed limit;
. automatic issuance of commands to recognize and detect the license plate number of the offending vehicle.

Along with a lot of advantages, the device has a very significant drawback - high cost.

Mobile and stationary radar detector ARENA

The advantages of the ARENA radar in comparison with other devices are undeniable. The device can be used in stationary and mobile modes. The device is used to measure the speed of movement of all road users.

The excellent quality indicators of this device can be evidenced by the fact that it is actively used not only in the Russian Federation, but also in neighboring countries.

A characteristic advantage of the device is its ease of operation. To install and put the device into working condition you need to spend no more than 10 minutes. The convenient tripod included with the device can provide high performance stability of the device.

ARENA is capable of reproducing photography, recording the actions of an object violating traffic rules as quickly as possible. The device's battery guarantees 8 hours of continuous correct operation, while the excellent quality of photographs obtained using the device allows traffic police inspectors to recognize the registration plate of the offending vehicle with an accuracy of 90%.

The photo radar kit includes HDD. Its memory capacity is enough to capture several thousand images. In this case, the device records the exact time and date of the violation, as well as the speed of the violating vehicle. The device provides control over three lanes simultaneously. If you know for sure that an inspector armed with the ARENA complex is standing on your way, do not risk your rights and money in vain.

Methods of protection against ARENA radar

The ARENA radar signal can be recognized using an anti-radar device designed to detect certain frequencies emitted by photo radars. The radar detector is installed inside the vehicle. The device detects radiation from the detector and promptly warns the driver of approaching danger, prompting the driver to reduce speed.

A radar detector focused on capturing the frequencies of the ARENA radar can additionally have the following functions:

GPS navigator;
. DVR.

Depending on the speed of movement, a driver whose vehicle is equipped with a radar detector will always have a few seconds left to reduce the speed, thereby avoiding punishment for driving fast.

Important: the ARENA radar, unlike other devices of a similar type, can measure the speed of a vehicle not only at the moment when it approaches it, but also while it is moving away.

ARENA radar: mobile and stationary - what's the difference?

Mobile and stationary devices operate on the same principle. The difference between the two types is the level of mobility. The mobile complex is installed on the side of the road. It will take the inspector a couple of minutes to bring the device into action. Quite often, the mobile ARENA is used on the most profitable sections of highways for traffic police inspectors.

Stationary ARENA is installed on roadside structures and poles. It is very difficult for the driver to notice the radar with the naked eye. The stationary type device works properly because it uses a constant power source to ensure operation.

Only a radar detector can save you from a vigilant spy, saving the driver from having to pay a fine for traffic violations recorded by ARENA.

ARENA - specifications:

The speed measurement range varies from 20 to 250 km/h;
. permissible error - 2 km/h;
. frame size - no more than 200 Kb;
. Flash card capacity - 1 Gb (at least 5000 files);
. the presence of a function for auto-recognition of gas protection zones within a radius of three lanes of the road;
. radio channel operating distance - at least 1.5 km;
. built-in frame rejection option;
. data protection digital signature;
. compatibility of the generated data with software systems;
. The device's uninterrupted operation time when the battery is fully charged is 8 hours.

Photoradar complex KRIS-P

Another type of device that can terrify fans of fast driving. The device is used to record traffic violations by road users.

The stationary and mobile versions of the device cope perfectly with the functions of recognizing vehicle license plates and automatically running them through databases with subsequent transfer of information to traffic police posts.

Radar KRIS-P - operating principle

The device is installed using a tripod on the side of the road so that the camera lens simultaneously covers all lanes of the highway. The device’s camera records violations and, together with information about the violator, transmits the information to the central receiving point. As a rule, a mobile traffic police station acts as a central point for receiving information. Data transmission can be carried out via GSM and cellular communication, as well as using a standard telephone line.

The information collected by the device is transferred to the computer. This radar can also be controlled using a computer - set a speed threshold, receive selective data about the intruder, etc. A characteristic feature of the device is the option of target selection depending on the direction of movement.

KRIS-P - technical characteristics:

The range of measured speeds varies from 20 to 250 km/h;
. maximum measurement range - 150 m;
. range of visual detection of GRZ - 50 lux (in the control zone up to 100 m), 50 lux with infrared illumination (in the control zone up to 50 m);
. permissible error in speed measurement - 1 km/h;
. flash drive capacity - 2Gb (about 9000 frames);
. The operating time of the device, provided the battery is fully charged, is 8 hours;
. The device is able to operate correctly even in adverse weather conditions, in the temperature range from -30 to +50 °C.

How to protect yourself from CRIS-P?

As testimonials from drivers testify, the following models of radar detectors are very helpful in finding the KRIS-P radar in time before it has detected a violation: Star 2015; Saver425.

However, it should be noted that even if you were caught by the lens of the KRIS-P photo radar at the time of committing a traffic violation, it is quite easy to appeal the “letter of happiness” from the traffic police in court. In this case, the argument that will smash to smithereens the accusation based on one piece of evidence (a frame recorded by the KRIS-P photo radar) is that the technical data sheet of the device does not contain information about full automatic operation, therefore, evidence of guilt can be falsified .

The KRIS-P mobile radar system, used by traffic police departments, is designed to detect and record traffic violations, mainly speeding. The entire fixation process is fully automatic, so the presence of a person near the complex during its operation is not required. The KRIS-P mobile radar allows you to record data or transmit it to a mobile post. The complex is capable of automatic mode recognize vehicles and check them against relevant databases.

The complex includes: a mobile radar installed on the side of the road, and a mobile post consisting of a computer with the appropriate software. A mobile radar using a camera allows you to record the intruder and the technical characteristics of the violation. All information is processed on the mobile post computer. The computer can be located at a distance of 1500 meters from the radar, and in line-of-sight conditions their interaction will be stable. In difficult conditions the distance usually decreases.

Mobile radar KRIS-P allows you to:

Measure the speed of vehicles at a distance of no more than 150 meters in the range of 20 - 250 kilometers per hour;
- automatically take pictures of the car in the control zone;
- indicate in the captured frame all the necessary information about the type of device, time, place and nature of the violation;
- automatically recognize vehicles and check them against databases;
- conduct night photography at a distance of up to 50 meters;
- choose a convenient place to work;
- take photos and videos of violations not related to speeding;
- create and save databases of previously recorded violations.

Installing a mobile radar at a distance from the mobile post gives traffic police inspectors time to quickly take measures to stop the violator’s vehicle. You can also remotely configure the radar and the main controlled characteristics.

The mobile complex, in addition to recording violations, allows you to search for stolen or wanted vehicles. To do this, you just need to install the appropriate databases on the mobile post computer.

If there is no mobile post, all information from the mobile radar can be processed at a stationary post.

COMPOSITION AND PRINCIPLE OF OPERATION

The main functional part of the complex is Mobile Photo Radar (PF), with which it can connect Mobile Post (MP) via a wireless communication channel.

I. MOBILE PHOTO RADAR (PF) installed on the side of the controlled section of the road. The PF includes:

  • Photoradar sensor (PD) with flash drive.
  • Tripod.
  • Battery box.
  • Power cable with navigation module "POLYUS".
  • Box for transporting the sensor.

The photoradar sensor is mounted on a tripod, oriented relative to the road surface and connected to the battery box. Setting the required operating parameters of the complex (controlled direction of vehicle movement, entering the installation location and the maximum permitted speed on a given section of the road, adjusting the video camera zoom and image brightness) is carried out through the Web interface using the Mobile Post laptop. After configuration, the sensor switches on to automatically photograph traffic violations.

Data about detected speed violators is automatically saved to a log on a flash drive installed in the photo radar sensor.

II. MOBILE POST (MP) installed in the interior of a patrol car.

The mobile post allows you to remotely configure the complex and receive recorded traffic violations in real time (view recorded footage received via radio channel on a remote laptop), which provides the traffic police inspector with the necessary time to stop the violator.

The mobile post can also be used to search for hijacked or kidnapped vehicles, as well as to solve “hot pursuit” other crimes related to the use of vehicles. To carry out operational search activities, federal and regional search databases are installed on the MP laptop, and an operational search base can also be formed.

The MP includes:

  • Laptop.
  • Antenna unit attached to the windshield using a suction cup.
  • Control module and connecting cables.

To ensure reliable reception, the mobile post must be located in the “line of sight” zone at a distance of up to 1.5 km from the PF.

NOTE: The "KRIS"P complex can be supplied without a Mobile post. In this case, data about violators will be centrally processed by operators only in the data center.

III. DATA TRANSMISSION METHODS

Data on recorded violators can be loaded from a flash drive into a single data center database for automated preparation of decisions on administrative offense cases.

Direct download of data from sensor flash drive to data reception and conversion block "RIF" or the "CRYSTAL" server - the easiest way to transfer data from mobile photo radar systems.

Real-time data transfer via wireless communication channel mobile operator by using wireless communication module "MBS-P".

  • Transferring data through an intermediate computer using a converter.

Over a large service area, transporting flash drives from mobile photo radars to data centers and back is a time-consuming and expensive procedure.

In this case, to transfer data to the “RIF” data receiving and conversion unit or the “CRYSTAL” server, software installed on the computer is used - a data converter from mobile complexes (universal). From flash drives of mobile photo radars, data is downloaded to a PC, converted and automatically transmitted via digital channels connections, or can be recorded in an archive file.
